An Ottawa couple faces significant financial strain after missing a new government tax rebate on their home purchase by just weeks, sparking debates over fairness for buyers on the wrong side of the policy cutoff.

Buyers’ Story Highlights Timing Issues

Jalil Abouali and his partner Whitney finalized their agreement and deposit for a new three-bedroom home in Embrun, Ontario, in February. The purchase preceded the announcement of a federal-provincial plan to rebate the Harmonized Sales Tax (HST) on new homes valued up to $1 million, effective April 1. This rebate offers up to 13 percent savings, potentially reaching $130,000.

“We found a modest three-bedroom home, but it was still a lot of money for us,” Abouali stated. “Yes, we were happy with the house, but that still doesn’t mean it was totally affordable. It’s a difficult housing situation these days. It’s very expensive to buy a home.”

The couple, who bought eight weeks before the rebate took effect, grapples with the close timing. “This is a very tough pill to swallow and it’s given me a lot of sleepless nights,” Abouali said. He noted that a neighbor closing around the same time could save around $80,000 on a similar property.

Abouali describes the impact as arbitrary, particularly since they have not yet moved in. The couple has reached out to several elected officials, urging a grace period or phased rollout for pre-cutoff agreements. “If it’s truly about affordability, they’ll offer a solution because there are a lot of people who are in some precarious situation and this is just not fair for them financially,” he added.

Government Stance on the Rebate

Ontario’s Minister of Finance office emphasized that the HST rebate aims to help more individuals and families achieve home ownership while spurring new construction. Officials highlight its role in supporting thousands of jobs, billions in economic growth, and relief for families on major purchases.

Industry Reports Surge in Activity

The policy already influences buyer behavior, according to industry leaders. Scott Andison, chief executive of the Ontario Home Builders’ Association, reports a sharp rise in traffic at builders’ sales centers since the announcement. The rebate covers both pre-construction homes and existing inventory, even prompting developers to restart paused projects.

“This is exactly the type of activity we were hoping to see,” Andison said. “It’s getting people out and looking at opportunities for new homes and there’s a whole trickle down effect for families who move up into larger homes… This is the effect within the market that is helpful for everyone.”

Market Experts Weigh In

Housing starts in Ottawa and nationwide lag behind previous years. Real estate agent Tyler Posadovski of Walker Real Estate Group RE/MAX notes that resale and new-build markets differ, with resales offering more flexibility and pre-done upgrades.

“Keep your eyes on the horizon,” Posadovski advises. “Real estate is a long-term game and your home will go up in value.”

The HST rebate remains available for one year, with first-time buyers qualifying for purchases on or after March 20, 2025.
