An estimated 20,000 migrants successfully crossed from Morocco into the Spanish enclave of Ceuta on Thursday, many by swimming, following a Spanish Supreme Court ruling that has raised concerns about border enforcement. The unprecedented influx saw large numbers of individuals, primarily from Morocco and Algeria, bypass the border fence by entering the sea and then swimming to Spanish territory. This event marks one of the largest single-day arrivals of migrants into the Spanish territory in recent history.
Mass Migration Event in Ceuta
The surge began on Thursday afternoon and continued into the night, overwhelming local authorities and prompting the deployment of Spanish military units. Eyewitness accounts and footage showed migrants celebrating their arrival, with some shouting in Spanish. However, reports also emerged of migrants attempting to break into local homes shortly after arriving, with one incident involving a couple using a ladder to access a first-floor apartment.
Local businesses expressed concern, with some shop owners closing early due to the tense situation. Enrique Serrano, who owns a women’s clothing store in central Ceuta, stated that business owners were organizing self-defense measures, believing police resources might be insufficient.
Supreme Court Ruling and ‘Pull Factor’
Police unions and some officials have pointed to a recent decision by Spain’s Supreme Court as a significant factor contributing to the surge. The court ruled that migrants intercepted at sea attempting to reach Ceuta or the nearby enclave of Melilla cannot be immediately returned without due process. This contrasts with individuals who cross the land border, who can be more readily deported.
The Unified Police Union stated that the Supreme Court’s decision created a “pull factor” by complicating deportations. They called for immediate reinforcement of police and Civil Guard personnel at the Moroccan border. However, Omar Naji, president of the Moroccan Association of Human Rights in Eastern Morocco, expressed skepticism that most Moroccans would be aware of such legal decisions, suggesting other factors might be at play.
Humanitarian and Security Concerns
The enclave of Ceuta, with a population of around 84,000, found its reception centers quickly saturated. Local officials reported that facilities for unaccompanied minors were operating at 2,400% of capacity. The president of Ceuta, Juan Jesus Vivas, declared a “total humanitarian and social emergency,” highlighting that approximately 60 bodies had been recovered at sea in recent months and emphasizing the need for stronger migration controls to prevent further deaths.
Spain’s Interior Ministry stated that 18 people died attempting to reach Ceuta on Thursday alone. Local authorities in Ceuta requested the national government in Madrid declare a state of emergency, but this was reportedly rebuffed. In response to the crisis, Madrid dispatched 200 specialized police officers and 60 troops from the mainland to reinforce the enclave’s security forces.
International Reactions and Diplomatic Tensions
The scale of the event drew international attention. Italian Prime Minister Giorgia Meloni suggested pushing for the suspension of the Schengen Area with Spain, citing uncontrolled immigration as a threat to European borders. Her foreign minister, Antonio Tajani, echoed these sentiments, suggesting the Spanish government’s earlier decision to grant legal status to a large number of undocumented migrants was misguided and encouraged human trafficking.
The European Union offered operational and financial reinforcements to Spain, including the deployment of Frontex, the EU’s border force. UN Secretary-General António Guterres urged authorities to ensure the rights and dignity of all arriving migrants were respected.
Spain’s foreign ministry denied any link between the influx and recent regularization efforts, stating that specific residency conditions must be met. The Spanish government, while not declaring a national emergency, promised additional resources and coordinated efforts. Interior Minister Fernando Grande-Marlaska acknowledged the “extraordinary, exceptional situation” and pledged to address it with deployed means.
Accusations and Political Responses
Some groups accused Morocco of facilitating the influx as a political strategy. The police union Jupol suggested Morocco used “migratory pressure on Ceuta as a tool for political blackmail.” Santiago Abascal, leader of the right-wing Vox party, described the situation as an “invasion” and criticized the Spanish government.
Spanish President Pedro Sánchez stated on social media that Spain was committed to an “immediate response” and called for a “decisive, forceful, immediate and coordinated” approach. He later described the situation as a national emergency in comments to Onda Cero.
The Interior Ministry reported that Moroccan security forces were cooperating with Spain and preventing numerous departures. However, the timing of the crossing, shortly after a meeting between Prime Minister Sánchez and the Algerian President, drew comparisons to a similar crisis in May 2021. That event, which saw over 8,000 people enter Ceuta, was linked by some to a diplomatic dispute between Spain and Morocco over the treatment of a Western Saharan independence leader.
Broader Migration Context
Ceuta and Melilla are the European Union’s only land borders with Africa. Migration from North Africa into these Spanish territories has long been a sensitive issue. While the recent event involved thousands swimming ashore, other migrants were seen scaling the border fence, sometimes with Moroccan auxiliary forces withdrawing as they passed.
The situation in Ceuta occurred amidst other migration-related incidents, including the deaths of four migrants attempting to cross the English Channel from France. These events underscore the ongoing challenges and humanitarian concerns associated with irregular migration routes into Europe.
