FIFA has issued a strong rebuttal to criticism surrounding its proposal to sell stakes in a commercial entity for the World Cup, asserting that “nobody is selling football.” The global governing body for the sport confirmed it would proceed with a consultation period for the plan, known as FIFA Forward Enterprise (FFE), despite significant opposition from UEFA, the governing body for European football.

UEFA, representing 55 member associations, reacted swiftly and forcefully, threatening a boycott of all FIFA tournaments if the plan was not withdrawn. “We respect the feedback and concern aired in public and reaffirm our commitment to an open and democratic consultation,” FIFA stated. The organization suggested that initial media reports had inaccurately portrayed the plan, leading to a disruption of the planned consultation process. FIFA emphasized its intention to allow all member associations (MAs) to vote based on factual information.

FIFA clarified that the FFE is designed to empower member associations by giving them “meaningful ownership of the commercial opportunity of football in their respective countries.” The governing body stressed that this initiative would not compromise the “spirit or the governance of FIFA or football itself.” The emphatic declaration, “Nobody is selling football. This is not something FIFA would ever entertain,” aimed to quell fears of a complete privatization of the sport’s commercial aspects.

UEFA’s Unanimous Opposition and Boycott Threat

UEFA’s reaction to the FFE proposal was described as “unanimous and unequivocal.” The European football confederation declared that no UEFA national teams would participate in any FIFA competition as long as the proposals remained on the table. Their statement demanded the complete abandonment of the plan and legally binding assurances that FIFA would never again permit private ownership of its governance or competitions.

The potential fallout from a European boycott could be substantial, even if FIFA could secure majority support for the FFE. Promises of significant financial returns to national associations might be jeopardized if the men’s and women’s World Cups were to proceed without European participation. This highlights the delicate balance FIFA must strike between commercial expansion and maintaining the integrity and inclusivity of its flagship tournaments.

Broader Opposition and Potential Investor Involvement

Beyond UEFA, other football stakeholders have also voiced their opposition. CONCACAF, the confederation for North and Central America and the Caribbean, representing 41 nations, explicitly stated its rejection of the proposal. Leagues in Europe and globally have expressed concerns that commercial pressures could lead FIFA to schedule more frequent and larger tournaments, further encroaching on domestic football calendars.

FIFA president Gianni Infantino has publicly supported the FFE plan. Reports indicated that an investor group, notably including Thrive Eternal founded by Joshua Kushner (brother-in-law of former U.S. President Donald Trump), was positioned to acquire a minority stake in the new venture. The involvement of such investors underscores the significant financial implications and the potential shift in how football’s commercial rights are managed.

FIFA’s statement reiterated that the consultation process is crucial for ensuring that each member association has the opportunity to review the proposal and contribute to shaping its future. The governing body views FFE as a mechanism to enhance the commercial potential for national football federations, thereby benefiting the sport at a grassroots level.

The core of FIFA’s argument is that the FFE is not about selling the sport but about creating a new avenue for investment and ownership that could lead to greater financial stability and growth for member associations worldwide. However, the strong opposition from UEFA and other confederations indicates a deep-seated concern about the long-term implications of introducing private equity into the core commercial operations of international football’s premier events.
