This rule means families earning just over a specific limit lose access to significant government subsidies, impacting their ability to afford care for their young children.

The “Cliff Edge” Childcare Rule Explained

Working parents in the UK are entitled to up to 30 hours of free childcare per week for their three and four-year-old children. A baseline of 15 hours per week is available to all families, irrespective of income. However, the additional 15 hours are subject to an income cap.

The current regulation states that families are ineligible for the full 30 hours of free childcare if either parent has an adjusted net income exceeding £100,000. This creates a peculiar scenario where a household with a combined income of £198,000, earned by two parents each making £99,000, would qualify for the support. Conversely, a family where one parent earns £101,000 and the other is not employed would be excluded from the additional hours.

Escalating Impact of the Income Threshold

New estimates from the Department for Education (DfE), obtained via a Freedom of Information request by financial services firm Quilter, reveal the scale of the issue. In the 2025/26 period, between 50,500 and 99,000 children were affected by the £100,000 earnings limit. The DfE estimates the value of the unavailable childcare support for these families could be as high as £874 million annually.

These figures represent a dramatic increase compared to the 2018/19 period, when the number of affected families ranged between 10,900 and 22,500. This surge is partly attributed to the expansion of the free childcare scheme, which now covers children from nine months old up to two years, making more families eligible in principle.

Economic Realities vs. Outdated Thresholds

Financial experts highlight that the £100,000 income threshold has not kept pace with inflation or wage growth. Ian Futcher, a financial planner at Quilter, explained that a modest pay rise, a promotion, or a bonus can easily push a family over the limit, causing them to lose thousands of pounds in annual childcare support.

Analysis using the Bank of England’s inflation calculator indicates that if the childcare threshold had been adjusted for inflation since its inception, it would now be approximately £137,000. This suggests the rule, designed for a different economic climate, is now impacting a significantly larger segment of the population.

“These figures demonstrate how a threshold that once affected a relatively small number of families is now having a much wider impact,” Futcher stated. “While £100,000 is still a high income, it is not worth what it was when this threshold was set. As earnings and childcare costs have risen, more families are finding themselves caught by rules that were designed in a different economic environment.”

Strategies for Maintaining Eligibility

Despite the strict income cap, there are potential strategies families can employ to ensure they remain eligible for the full 30 hours of free childcare. The key lies in managing one’s adjusted net income, as this is the figure used for eligibility determination.

Quilter suggests that increasing pension contributions is a particularly effective method. By contributing more to a pension scheme, especially through salary sacrifice arrangements, individuals can reduce their taxable income. Salary sacrifice involves agreeing to forgo a portion of your pre-tax salary in exchange for a non-cash benefit, such as increased pension contributions.

“The good news is that there are often planning opportunities available,” Futcher noted. “Eligibility is based on adjusted net income, so pension contributions can be particularly effective. Not only can they help improve long-term retirement outcomes, but they may also help preserve access to valuable childcare support and other tax allowances. Given the sums involved, understanding these thresholds can make a significant difference to family finances.”

By strategically increasing pension contributions, families can effectively lower their adjusted net income below the £100,000 threshold, thereby retaining access to the crucial childcare support. This approach not only helps maintain eligibility for free childcare but also contributes to building a more secure financial future through enhanced retirement savings.
