Even the Board of Control for Cricket in India (BCCI), an organization deeply invested in T20’s commercial success, regards Test cricket as the foundational element of the sport and supports it through financial incentives for players who prioritize red-ball cricket. Cricket today operates as a dual-format sport, where Tests provide historical depth and prestige, while T20 serves as the commercial engine that sustains the entire ecosystem.

Global Trends in T20 Cricket

Since the inception of the Indian Premier League (IPL) in 2008, T20 cricket has experienced exponential growth. Currently, sixteen T20 leagues operate globally, and 87 nations are participating in the qualification cycle for the 2026 T20 World Cup. Cricket’s inclusion in the 2028 Los Angeles Olympics, after a 128-year hiatus, further underscores its expanding international appeal. This growth is not coincidental; India is also a leading contender to host the 2036 Olympic Games. No other short, spectator-friendly format in any sport has achieved such widespread development, and T20 has uniquely become a standalone financial powerhouse for its parent sport.

The IPL stands as a prime example, valued at approximately $18.5 billion, largely driven by media rights. It ranks among the top 10 most valuable sports leagues globally and holds the sixth-highest value for sports broadcast rights worldwide. Prominent IPL franchise owners, including Reliance, GMR, RPSG, and Sun Group, have actively invested in leagues internationally, seeking opportunities beyond their domestic market. In 2022, South Africa sold its entire domestic T20 competition to these same IPL groups, leading to remarkable broadcast growth, with local figures soaring up to 47 percent and Indian media reach increasing by 257 percent. Similarly, England sold 49 percent stakes in its eight franchises in The Hundred league for over £500 million, ensuring counties retained majority control and allocating 10 percent of the revenue to grassroots development.

These nations did not seek outside capital out of necessity but rather recognized the escalating value of T20 cricket and the strategic advantage of controlling its development. In all these instances, the respective countries retain ownership of their T20 leagues, with investors and shareholders participating in the clubs. Cricket NSW’s argument that its current model, with the Sydney Sixers and Sydney Thunder operating successfully and reinvesting profits, while participation among young children has increased by 80 percent, is valid. However, this perspective does not adequately address whether a solely state-owned model can sustain the escalating global competition for player salaries over the next decade.

Lessons from Other Australian Sports Leagues

In Australia, several major sports leagues are considered essential viewing and broadcasting properties: the NRL, AFL, Australian Open tennis, and cricket (both Test and BBL). The experience of the A-Leagues, which secured private equity investment in 2021 as individual clubs faced insolvency, offers valuable governance insights. The key takeaway is not to avoid external investment but to ensure it is structured strategically. Simply injecting capital without mechanisms for disciplined financial management provides only a temporary reprieve, not a sustainable solution.

The English Cricket Board’s (ECB) approach with The Hundred sale serves as a potential template. This model incorporates discipline through tiered revenue distribution, a dedicated share for grassroots programs, and spending controls for the participating counties. While no privatization strategy is entirely risk-free, and Cricket Australia’s process has faced scrutiny—specifically, Cricket NSW’s complaint that four conditions agreed upon by state chairs in June were not met before the CA Board proceeded—the fundamental substance of the proposal remains strong.

The Substance of Strategic Investment

The global evidence consistently indicates that leagues integrating private capital into their clubs, coupled with disciplined oversight, are successfully increasing broadcast value and cultivating the star power necessary to retain players and attract crowds to the BBL, preventing talent drain overseas. Furthermore, investing in BBL clubs will support the continued growth and professionalization of the Women’s Big Bash League (WBBL), mirroring the success seen with the Women’s Premier League (WPL) in India.

Cricket NSW has been instrumental in developing two of the most successful clubs in the BBL’s history. Rather than resisting the proposed changes, the organization is well-positioned to shape the future of the league from a position of strength. With the anticipated sale of the Melbourne Renegades to external investors, Cricket NSW would become the sole owner of two BBL clubs. This scenario is unique among leading global sports leagues, where dual ownership of clubs within the same league by a single entity is uncommon.
