Outreach groups carried out outreach for months, constructing relationships and developed a so-called “By Title Checklist” of unhoused residents on the encampment, positioned close to Lacy Avenue and Avenue 26 in Lincoln Heights, proper by the North Central Animal Shelter, in response to metropolis officers.
