Prime Minister Mark Carney confirmed Wednesday that Canadian officials were engaged in the investigation of a NATO intern accused of espionage from its earliest stages. The intern, a Canadian national, was arrested by Belgian authorities on suspicion of spying at the military headquarters of the North Atlantic Treaty Organization (NATO) in Mons, Belgium.

Canadian Involvement in NATO Espionage Investigation

While the investigation is ongoing and details are limited, Prime Minister Carney stated that Canadian security officials were involved “from the start.” He indicated that while “lessons” should be learned from such incidents, he did not explicitly confirm whether Canada’s national security screening processes were under review in response to the allegations. The RCMP has publicly acknowledged its cooperation with Belgian authorities.

The intern, identified by some media outlets as Biwei Zhang, a systems engineer with a background in economics, was reportedly working at Supreme Headquarters Allied Powers Europe (SHAPE), NATO’s primary military command center. Her professional history, as suggested by online profiles, includes past employment with the Canadian Space Agency and Statistics Canada. Belgian prosecutors have not officially released the name of the arrested individual, only describing her as a “Canadian national of Chinese origin.” The allegations against her have not yet been proven in court.

Details of the Allegations

According to European security sources cited by news agencies, the intern’s alleged suspicious behavior brought her to the attention of NATO’s internal security services. Reports suggest she exhibited excessive curiosity about colleagues, attempted to access unauthorized areas, and apparently reviewed files beyond the scope of her duties within SHAPE’s IT Department. Individuals in this department typically possess broad access to systems supporting NATO’s strategic military operations, including network operations, cybersecurity, and data center servers. However, interns are generally subject to closer supervision and have more restricted access compared to full-time staff.

The intern is currently in custody, with a further closed-door hearing scheduled in Brussels. The situation highlights the persistent threat of espionage directed at international organizations like NATO.

Historical Context of Espionage at NATO

While significant spying incidents involving NATO are not unprecedented, the arrest of an individual working directly within the alliance’s institutional structure is considered exceptionally rare. Keir Giles, an associate fellow at the U.K.-based think tank Chatham House, noted that such cases are infrequent.

Giles pointed to past instances, including a 2012 case where a civilian IT specialist, identified as Manfred K. by German authorities, was apprehended for attempting to sell classified information to Russian intelligence. However, he emphasized that no information was actually transferred before he was stopped. Giles suggested that comparable cases might necessitate looking back to the Cold War era.

  • Rainer Rupp: A West German economist employed at NATO headquarters who, throughout the 1970s, 80s, and 90s, supplied highly classified alliance documents to East Germany’s foreign intelligence service, which subsequently shared them with Russia’s KGB.
  • George Pâques: A French national arrested in 1963 after leaking hundreds of classified NATO documents to Moscow over several years. The “Pâques Affair” prompted a significant overhaul of NATO’s security procedures and remains a seminal case in the alliance’s counter-intelligence history.

These historical cases underscore the enduring vulnerability of sensitive military and political information housed within NATO and the constant efforts required to safeguard it.

NATO Security and Future Considerations

Giles commented that it remains unclear whether NATO’s current security measures and counter-intelligence procedures are entirely robust or if suspected cases are sometimes managed discreetly by revoking access before any public announcement. He acknowledged that NATO headquarters is an obvious and high-priority target for various adversarial actors globally.

“There’s no doubt that NATO headquarters will be a priority target for a lot of unpleasant people around the world,” Giles stated. “It is striking how rarely this is actually intercepted and announced publicly.”

The ongoing investigation into the intern at SHAPE will likely prompt further scrutiny of security protocols and screening processes within NATO, aiming to prevent future breaches and protect sensitive alliance information.
