The Home decision, launched by Democratic Rep. Jim McGovern of Massachusetts, “directs the President to take away United States Armed Forces from Venezuela, except explicitly licensed by a declaration of conflict or particular statutory authorization to be used of navy pressure.”

Days earlier, the U.S. had captured Maduro in an operation that got here as a shock to Congress. Mr. Trump then asserted the U.S. was working the nation, worrying some Republicans who had beforehand defended the president’s authority to hold out strikes on dozens of boats allegedly smuggling illicit medicine. 

Any GOP criticism of the strikes has principally quieted as consideration has shifted to Mr. Trump’s campaign to amass Greenland.
