Federal Court Ruling on Family Detention
A federal judge in Texas issued an order on Saturday requiring the U.S. government to release a 5-year-old boy and his father from a detention center by Tuesday. The pair, Liam Conejo Ramos and Adrian Conejo Arias, had been held after immigration authorities detained them in a Minneapolis suburb last month.
Photographs showing Liam, wearing a bunny hat and carrying a Spiderman backpack while surrounded by Immigration and Customs Enforcement officers, have intensified public concern over the immigration enforcement policies in Minnesota. These images prompted a protest outside the detention facility and a visit from two Democratic members of Congress from Texas.
Judicial Critique of Enforcement Practices
U.S. District Judge Fred Biery, in his ruling, described the case as stemming from a poorly planned and executed effort to meet daily deportation targets, even at the expense of traumatizing children. The judge, who previously blocked their removal from the country for the time being, further noted the apparent disregard for principles outlined in the Declaration of Independence, drawing parallels to historical grievances against British rule.
Biery’s order incorporated a photograph of Liam and referenced two biblical passages: “Jesus said, ‘Let the little children come to me, and do not hinder them, for the kingdom of heaven belongs to such as these,’” and “Jesus Wept.”
Detention Targets and Official Responses
White House policy advisor Stephen Miller has outlined a goal of 3,000 immigration arrests per day, a target the judge referred to as a quota. Officials from the Department of Justice and Department of Homeland Security have not yet responded to inquiries about the ruling.
Local residents and school staff in Minnesota allege that immigration officers used the young boy as bait, instructing him to knock on his home’s door to lure his mother outside. The Department of Homeland Security has rejected this account as false, stating that the father fled on foot and left the child alone in a running vehicle in the driveway.
Conditions at the Facility
During a January 28 visit by Representatives Joaquin Castro and Jasmine Crockett, Liam was observed sleeping in his father’s arms. Adrian Conejo Arias reported that his son often appeared exhausted and struggled to eat properly at the facility, which currently holds around 1,100 individuals.
Families detained there have described substandard conditions, including worms in meals, competition for clean water, and inadequate medical services since the center reopened last year. A December reports Immigration and Customs Enforcement confirmed that approximately 400 children were held beyond the recommended 20-day limit.
