New analysis shows that more than 320 local council workers across the UK earned above Prime Minister Sir Keir Starmer’s £172,153 annual salary during the 2024-25 financial year. The number represents a one-third increase from the previous year.
A record 4,733 council employees received salaries exceeding £100,000, with 1,255 surpassing £150,000.

John O’Connell, chief executive of the Taxpayers’ Alliance, highlights the disparity: “Taxpayers face a record-breaking tax burden alongside a growing public sector. Our latest Town Hall Rich List reveals a rising number of council leaders receiving six-figure pay, even as services face cuts and council tax rises exceed inflation.”
He adds that residents can evaluate whether these packages deliver value for money.
Political Responses
Local authorities have increased council tax by the maximum 4.99% in recent years. Shadow Local Government Secretary Sir James Cleverly states: “Residents pay more yet receive less, especially with threats of four-day weeks. Labour’s restructuring risks taxpayer-funded payouts to staff.”
He positions the Conservatives as committed to controlling council tax and ensuring value.
Reform UK deputy leader Richard Tice comments: “This analysis underscores poor services alongside high salaries and tax hikes. Top pay suits results, but councils reward underperformance. Residents deserve better.”
Highest Earner
The top-paid council employee works at Staffordshire County Council, receiving £457,500. Details on the individual’s name, role, or pay breakdown remain undisclosed.
