Jaime Capil, the Mayor of Porac, Pampanga, has officially moved to challenge a legal decision affirming his dismissal from government service. The appeal, filed with the Court of Appeals, seeks a reconsideration of the ruling that found him liable for gross neglect of duty regarding the regulation of a Philippine Offshore Gaming Operator (POGO) within his jurisdiction.
The case centers on the operations of Lucky South 99, a POGO facility that was the subject of high-profile raids. Authorities alleged that the hub was involved in human trafficking and other illicit activities. The oversight failure led to the Office of the Ombudsman issuing a dismissal order against the local executive earlier this year.

The administrative findings against Capil suggest that the municipal government issued business permits to the gaming firm between 2021 and 2023 despite a lack of mandatory documentation. Key missing requirements allegedly included a formal Letter of No Objection from the municipal council and proper registration with the Securities and Exchange Commission (SEC).
Furthermore, the investigation concluded that the local administration failed to properly monitor or intervene in the activities occurring within the POGO premises, despite reports of irregular conduct. The Ombudsman’s penalty included not only removal from office but also the forfeiture of retirement benefits and a perpetual disqualification from holding any public office.
