MANILA, Philippines – Protesters defied rain on Sunday, September 21, as they joined the Trillion Peso March on the Folks Energy Monument to protest in opposition to corruption in flood management initiatives.
It was raining in Manila as Tremendous Hurricane Nando (Ragasa) enhanced the southwest monsoon or habagat.
