San Remo Foreshore Funds Merged, Sparking Outrage
SHARE

A significant financial controversy has erupted concerning the San Remo foreshore after the state government’s Department of Energy, Environment and Climate Action (DEECA) merged its management committee with that of Lang Lang. This move has effectively pooled the accumulated savings of the San Remo foreshore committee, totaling approximately $500,000, with those of Lang Lang, raising concerns that these funds, intended for local San Remo projects, could now be redirected to address infrastructure needs in Lang Lang.

DEECA’s Secret Merger of Foreshore Committees

The amalgamation of the Lang Lang and San Remo foreshore committees reportedly occurred in May, orchestrated by a DEECA delegation. This structural change, allegedly conducted without prior community consultation, has placed the combined committee under the full control of DEECA. Bass Coast Shire Council officers have confirmed this shift in authority, noting that the substantial $500,000 balance previously held by the San Remo foreshore committee is no longer exclusively designated for local improvements. This has left San Remo facing potential financial uncertainty regarding its planned foreshore upgrades.

Council Backlash and Accusations of Financial Misappropriation

The decision has provoked a strong reaction from Bass Coast Shire Council, with local representatives vehemently criticizing the merger. Councillors have described the action as a “transparent raid on community money” and a “robbery by stealth.” The issue gained prominence at a recent Bass Coast Council meeting, following an earlier resolution in June to investigate the feasibility of the municipality taking over management of both foreshore committees. However, preliminary risk assessments for such a takeover have highlighted significant challenges, and a formal response from the state minister remains pending.

Lack of Transparency and Geographical Disconnect

Councillor Thompson voiced significant disappointment over the perceived lack of transparency from DEECA. She argued that San Remo and Lang Lang share no discernible geographical, economic, or logical connection that would warrant a unified management committee. Thompson suggested the merger was a strategic maneuver designed to access San Remo’s healthy financial reserves to address pressing coastal challenges elsewhere. “San Remo and Lang Lang are miles apart,” Councillor Thompson stated. “There is no real justification to merge other than to access the funds for use at Lang Lang.”

Community Contributions at Risk

The $500,000 in savings represents years of dedicated contributions from the San Remo community. Residents have funded this substantial nest egg through various local revenue streams, including caravan park fees, parking charges, and community fundraising initiatives. The expectation was that these funds would be reinvested locally, supporting crucial upgrades to piers, walking tracks, and retaining walls along the San Remo foreshore. The prospect of these funds being used in Lang Lang, despite acknowledging that Lang Lang faces significant infrastructure deficits and coastal erosion issues, has fueled public anger and a sense of betrayal among San Remo residents.

Calls for Intervention and Renegotiation

As public discontent grows, Bass Coast Shire Council is facing increasing pressure to address the situation. Community groups are demanding an immediate meeting with DEECA officials to advocate for the legal protection of San Remo’s funds and their return to local control. Councillor Thompson has called for an urgent renegotiation of the existing memorandum of understanding. She urged the state government to consider matching the $500,000 allocation already earmarked in the council’s long-term financial plan for the San Remo street skate project.

Accusations of “Robbing Peter to Pay Paul”

Councillor Thompson explicitly accused DEECA of “robbing Peter to pay Paul by stealth.” This sentiment was echoed by Councillor Halstead, who condemned DEECA’s actions as an “absolute disgrace” and reiterated that the amalgamation occurred without community consultation. Council is actively seeking the intervention of the local state member to persuade the state government to provide direct funding for Lang Lang’s infrastructure needs, rather than drawing upon San Remo’s dedicated reserves.

Separate Management and Funding Urged

Councillor Halstead highlighted that $500,000 has already been allocated within the Long Term Financial Plan for essential footpath and infrastructure works in San Remo, underscoring the community’s commitment to local development. Several councillors have expressed strong opposition to creating a situation where two coastal communities are pitted against each other for limited financial resources. “Poor little Lang Lang is not the enemy here,” remarked Cr Morgan, aligning with Cr Temby’s call to lobby DEECA for independent funding solutions for both areas. The council’s position is that both the Lang Lang and San Remo foreshores face distinct and severe financial and environmental risks, necessitating separate management committees and dedicated external financial support. While the council sees the value in managing the San Remo Foreshore, a recent assessment indicated that the Lang Lang Foreshore requires substantial upgrades. It is noted that the council currently undertakes routine cleaning, waste management, and maintenance on the San Remo foreshore at no cost to the state, demonstrating a commitment to the area’s upkeep and development, including a secured $500,000 allocation for streetscape planning in 2027/2028, contingent on matching state funding for a coordinated upgrade of the Marine Parade precinct.

Conclusion: A Call for Financial Autonomy and Fair Funding

The controversial merger of the San Remo and Lang Lang foreshore committees by DEECA has ignited a significant debate over financial autonomy and equitable resource allocation. Bass Coast Shire Council and local residents are united in their call for transparency, accountability, and the protection of community-generated funds. The situation underscores the critical need for state government departments to engage in thorough consultation with local communities and councils before implementing decisions that have substantial financial implications. The focus remains on securing independent funding for both foreshores and ensuring that San Remo’s accumulated savings are preserved for its own vital local projects.
