A senior official at a Louisiana correctional facility faces charges after delivering twins reportedly fathered by a convicted murderer serving life behind bars.

Francis Smith, 38, surrendered to authorities in Iberville Parish, Louisiana, on Thursday following reports of an inappropriate relationship with an inmate in 2025. Officials at the Elayn Hunt Correctional Center confirmed that Smith, who held the rank of major, resigned in September 2025 shortly after giving birth to the twins that fall.

The Iberville Parish Sheriff’s Office launched an probe after receiving an anonymous tip alleging the inmate fathered the children. Smith faces charges of malfeasance in office related to the alleged sexual conduct with the prisoner. Authorities await DNA test results to confirm paternity.
At the time of the incident, Smith received an ultimatum to resign or face termination. The unidentified inmate, convicted of murder and serving a life sentence, was relocated to the Louisiana State Penitentiary, known as Angola.
