Tourists visiting the picturesque Italian town of Varenna on Lake Como are now subject to significant fines for wearing swimwear or going topless in public areas away from beaches and piers. The town has increased penalties to deter what local officials describe as inappropriate attire that disrupts the peaceful atmosphere and residents’ quality of life.

Varenna Implements Stricter Dress Code Enforcement

Varenna, a popular destination on the shores of Lake Como, has updated its urban police regulations to address a rise in tourism and its impact on the local environment. Mayor Mauro Manzoni stated the importance of balancing the influx of visitors with the need to maintain the town’s tranquility and respect for local customs. As part of these amendments, individuals found walking through the town streets in swimwear or without a shirt, outside of designated beach areas, piers, or boat docks, will face a penalty of €200 (approximately $325 USD). This represents a substantial increase from the previous €50 fine.

The official town regulations now clearly state: “Throughout the entire municipal territory of Varenna, it is prohibited to remain shirtless or wearing only swimwear, except on beaches, piers, and boat docks.” This rule aims to ensure that visitors adhere to a dress code that respects the town’s character and local sensibilities.

Broader Regulations Target Tourist Group Behavior

Beyond dress code violations, Varenna has also introduced new rules for tourist groups to manage noise and congestion. The maximum group size has been capped at 25 people. Tour guides or group leaders are prohibited from using loudspeakers or any other voice amplification devices to prevent excessive noise and disturbance to residents and other visitors.

Furthermore, tourist groups must use designated pedestrian routes and avoid obstructing public spaces. Groups that exceed the 25-person limit or utilize amplification equipment could face fines ranging from €100 (approximately $162 USD) to €400 (approximately $650 USD).

Expert Advice for Australian Travelers

Quentin Long, Managing Director of Australian Traveller Media, has advised Australian tourists to be exceptionally mindful of local customs and regulations when traveling in Europe. He emphasized that while a single visa may grant access to multiple European countries, it does not imply a uniform set of laws or cultural norms.

“As Australians, we want to be not just aware of laws but also local customs – and increasingly, those two things are becoming the same,” Long explained. “People are getting sick of bad tourist behaviour, and governments are responding by legislating against
