Quebec Premier Christine Fréchette has called on the federal government to steadfastly defend Canada’s supply management system, particularly for the dairy sector, as the nation braces for potential U.S. tariffs slated to take effect on August 19th. The premier’s plea came at the conclusion of two days of emergency meetings with representatives from Quebec’s agricultural and key industrial sectors, convened to assess and prepare for the economic ramifications of the looming trade measures.

Premier Fréchette emphasized the critical importance of preserving the supply management system, a cornerstone of Canada’s agricultural policy that governs the production and pricing of commodities such as dairy, poultry, and eggs. She specifically highlighted the dairy industry as particularly vulnerable to the proposed U.S. tariffs. Quebec plays a significant role in national dairy production, contributing 37 percent of the country’s output and supporting nearly 4,000 farms, which in turn sustain tens of thousands of jobs.

“We need to make sure that the federal government will not put forward the idea of modifying the supply management for the dairy sector,” Fréchette stated. “Quebec has been so far the most impacted province when it comes to the impact of the tariffs. Many sectors have lost a lot of jobs, thousands of jobs, and therefore, it is even more important to preserve the supply management mechanism for the agriculture sector.”

The premier’s strong stance underscores Quebec’s position that any disruption to this system could have severe economic consequences for the province and the nation.

Broader Economic Impacts and Industry Concerns

The emergency meetings, spanning two days, brought together a wide array of stakeholders concerned about the potential fallout from the U.S. tariffs. On Thursday, discussions focused on the impacts on Quebec’s aluminum, forestry, and steel industries. Representatives from influential business organizations, including the Quebec Employers’ Council, the Canadian Federation of Independent Business, the Federation of Quebec Chambers of Commerce, and Investissement Québec, were also in attendance.

These discussions also included urgent calls for the federal government to implement robust support measures for Quebec’s businesses and economy should a resolution between Canada and the United States not be reached before the tariffs are imposed. Premier Fréchette indicated that the new U.S. tariffs could affect up to 9 percent of Quebec’s exports, translating to a potential economic impact of approximately $7 billion.

Context of the U.S. Tariffs

The imposition of these tariffs by U.S. President Donald Trump is framed as a response to what he has described as “Canada’s discriminatory treatment of U.S. commerce.” Specific grievances cited by the U.S. administration include provincial restrictions on the sale of American alcohol, tariff-rate quotas on U.S. cheese imports, and certain tariffs and quotas affecting cars exported to Canada from the United States.

A notable point of contention mentioned in the U.S. announcement is Quebec’s policy regarding the sale of U.S. alcohol through the provincial liquor store network, the Société des alcools du Québec (SAQ). This particular restriction was reportedly put in place following earlier U.S. tariffs announced at the beginning of 2025.

Quebec’s Economic Vulnerability

Quebec Economy Minister Bernard Drainville confirmed on Friday that negotiations between the two countries had not yet yielded an agreement. He echoed the premier’s concerns, highlighting the province’s significant reliance on sectors that could be directly targeted by the U.S. measures. The potential loss of jobs and revenue across various industries, from agriculture to manufacturing, remains a primary concern for the provincial government.

The situation underscores the intricate and often sensitive nature of international trade relations, where domestic policies can trigger retaliatory measures with far-reaching economic consequences. The Quebec government’s proactive engagement with industry leaders signals a concerted effort to mitigate potential damage and advocate for the protection of its economic interests on the national and international stage.

As the August 19th deadline approaches, the focus remains on the federal government’s response and its ability to negotiate a favorable outcome or provide adequate compensatory measures.
