The rapid expansion of data centers, particularly those powering artificial intelligence, has sparked public concern regarding their environmental impact, primarily focusing on electricity and water consumption. While these facilities are integral to our digital lives, opposition has emerged, often fueled by a misunderstanding of their actual resource needs and a general apprehension towards advanced technology. However, a closer examination suggests that many of these worries are overblown and that data centers, when properly managed, can be integrated into communities without undue strain on local resources.

Data centers are the backbone of our increasingly digital world, processing and storing the vast amounts of information that power everything from social media to complex AI algorithms. Their proliferation, however, has led to a growing backlash, with some critics labeling them as environmentally damaging and advocating for their restriction. These objections often center on two key areas: energy consumption and water usage.

For instance, U.S. Representative Alexandria Ocasio-Cortez has voiced strong opposition to the development of an xAI complex in Memphis, Tennessee. She highlighted concerns about the facility’s potential impact, questioning whether tech leaders would welcome such a center in their own neighborhoods. Similarly, Alanna Hnatiw, the mayor of Sturgeon County in Alberta, Canada, has raised issues regarding noise, power, and water demands associated with a planned data center in her region. These sentiments are echoed by a broader movement, as noted by Politico, which describes growing anger rooted in the substantial water and electricity requirements of these facilities.

Examining Electricity Consumption and Grid Impact

A common fear is that new data centers will significantly increase electricity demand, leading to higher prices for all consumers. However, research from the Institute for Energy Research indicates that there is no statistically significant link between the number of data centers in a state and its current electricity prices. In fact, the study found that states with a higher growth in electricity sales, often driven by new industrial facilities like data centers, experienced virtually identical or even lower electricity prices compared to the national average. This phenomenon can be attributed to the principle of spreading fixed costs. New data centers contribute to the substantial infrastructure costs of power grids, helping to fund maintenance and increased power generation capacity. By adding new customers, they can help lower the per-unit cost of electricity for everyone.

Furthermore, some data centers are proactively addressing grid strain by installing on-site power generation. The xAI facility in Memphis, for example, reportedly installed methane turbines to generate its own electricity. This approach not only ensures a stable power supply for the data center but also reduces its reliance on the public grid, especially during peak demand periods, thereby mitigating concerns about overburdening existing infrastructure.

Assessing Water Usage in Data Centers

Concerns about water consumption are also frequently raised, with claims that data centers use water equivalent to that of small towns. While data centers do require water for cooling their servers, often through evaporative or closed-loop systems, the actual impact can be contextualized. AI researcher Andy Masley points out that the total water consumption projected for all U.S. data centers by 2030 is estimated to be around 8% of the water currently used by the U.S. golf industry, or equivalent to irrigating one percent of America’s corn farms. This perspective suggests that while individual facilities must manage their water use responsibly, the aggregate impact is often less dramatic than portrayed.

The choice of cooling technology also plays a role. Closed-loop systems, while more complex and power-intensive, can recycle 90-95% of their water. The optimal system depends on local resource availability and environmental conditions. It’s crucial to acknowledge that any large-scale industrial operation, not just data centers, can strain local resources if not managed correctly. However, this is a challenge of industrial development in general, rather than an inherent flaw unique to data centers.

The AI Factor: Fear vs. Progress

A significant driver behind the heightened opposition to data centers is the association with artificial intelligence. Fears surrounding AI’s potential risks, from job displacement to existential threats, often become conflated with the physical infrastructure that supports it. Critics worry about “generative AI” consuming the processing power provided by these facilities, leading to calls for stringent regulation of AI itself. This anxiety echoes historical resistance to technological advancements, reminiscent of the Luddite movement of the 19th century.

Economists like Tyler Cowen argue that these fears are largely misplaced. He suggests that restricting AI development and data center growth in one region could lead to progress continuing elsewhere, potentially in countries with less stringent regulations. This could result in those areas gaining a competitive advantage in technology, jobs, and innovation. Embracing these technologies, while managing their associated challenges, is seen by proponents as essential for future prosperity.

Data centers, like any intensive commercial or industrial activity, present challenges. However, these challenges are often manageable and comparable to those posed by other essential industries. The opposition, while sometimes stemming from genuine environmental concerns, is frequently amplified by a fear of the unknown, particularly concerning artificial intelligence. By focusing on responsible development, transparent resource management, and a balanced understanding of technological advancements, communities can integrate data centers and harness their benefits. Ultimately, building and maintaining a modern civilization involves embracing necessary trade-offs and addressing real, rather than imagined, problems as they arise.
