Energy giant BP has initiated a process to market its North Sea operations, a division employing approximately 1,100 people. The company cited a need to focus on its “highest-value opportunities” and stated that the North Sea business would be “better positioned as part of another company.” This decision represents the most substantial instance to date of companies reconsidering their presence in the North Sea, a situation attributed by industry figures to a combination of substantial tax burdens imposed by successive governments and specific policies, including potential drilling bans advocated by Labour.

The timing of BP’s announcement is particularly noteworthy, occurring shortly after Andy Burnham indicated a potential softening of Labour’s opposition to new drilling in the North Sea. This apparent shift in stance from the Labour party, which has previously faced criticism for its approach to energy policy, has been met with calls for decisive action.

Calls for Policy Reversal Amid Rising Energy Costs

Kemi Badenoch has urged Prime Minister Andy Burnham to act decisively, stating he must “stop faffing about” and grant new oil and gas licenses before it is too late. The calls for a policy reversal are amplified by growing concerns that current Net Zero policies, championed by figures like former energy secretary Ed Miliband, could leave Britain vulnerable. These concerns are heightened by geopolitical instability affecting oil and gas supplies from the Middle East, which in turn drives up global energy prices.

The impact of these global pressures is already being felt at the pump. The RAC reported that the average price of a litre of petrol reached 160.0 pence, the highest level since November 2022. This represents a significant increase from 132.8 pence per litre prior to the escalation of recent Middle Eastern conflicts.

Andy Burnham himself has acknowledged the importance of the North Sea’s resources, stating this week that it is a resource “we can’t ignore” at a time when “people are struggling.” This sentiment contrasts with earlier, more confrontational remarks from Ed Miliband, who had previously criticized BP’s profits as “morally and economically wrong.”

Industry Concerns Over Taxation and Investment Climate

Despite recent positive signals from the government regarding energy policy, the oil and gas sector continues to face a significant tax rate, reportedly standing at 78 percent. Dr. Brian Gilvary, former BP finance chief and now chairman of INEOS Energy, commented that this “punitive charge,” combined with the prospect of drilling bans, “has effectively shut down investment.”

Industry representatives have expressed deep concern over the current climate. David Whitehouse, head of the North Sea trade body Offshore Energies UK, described BP’s decision as a “significant moment” that “should prompt serious reflection.” Andy Mayer, an energy analyst at the Institute of Economic Affairs, noted that Mr. Burnham has “so far offered the industry vibes, not new decisions” and has evidently failed to reassure major companies like BP.

Government’s Stance on New Projects

The debate over domestic energy production comes as ministers are still deliberating on whether to approve two significant North Sea projects: the Rosebank oil field and the Jackdaw gas field. The ongoing uncertainty surrounding these projects, coupled with the broader tax and regulatory environment, is seen by many as a deterrent to crucial investment in the UK’s energy infrastructure.

The Path Forward for UK Energy Security

BP’s potential exit from the North Sea underscores the complex challenges facing the UK’s energy sector. Balancing environmental objectives with the imperative of maintaining energy security and affordability is a critical task for policymakers. The calls from Kemi Badenoch for a reversal of Labour’s proposed drilling ban highlight the ongoing political debate about the most effective strategy to ensure a stable and affordable energy supply for the nation, particularly in light of volatile global markets and rising consumer costs.
