Estimates suggest approximately 60,000 individuals have crossed into the territory from Morocco by both land and sea within a two-day period. The influx has been marked by tragedy, with at least 57 confirmed deaths, primarily due to drowning while attempting to navigate the waters surrounding the border, and others perishing in a stampede at the Tarajal beach breakwater.

In response to the escalating crisis, Spanish Prime Minister Pedro Sánchez visited Ceuta to assess the situation and announced the mobilization of federal resources. The government’s immediate strategy focused on managing the arrivals and facilitating the return of migrants to Morocco. By Friday afternoon, the Spanish Ministry of Interior reported that around 25,000 individuals had already begun their journey back.

Prime Minister Sánchez suggested that the surge might have been influenced by “trafficking mafias” who allegedly exploited a Supreme Court ruling, spreading a misinterpretation that incited the mass movement. He indicated that this interpretation had rapidly gained traction in recent hours.

International Reaction and Border Control

The significant increase in migrant arrivals in Ceuta has drawn international attention and condemnation. European Union chief Ursula von der Leyen characterized the situation as “unacceptable.” She emphasized the need for adherence to EU rules for entry and stated that dangerous crossings must cease immediately. Von der Leyen also called for the dismantling of smuggling networks and the swift return of individuals who do not meet the criteria for entry, in accordance with existing regulations.

The Geopolitical Context of Ceuta

Ceuta, along with the nearby Spanish enclave of Melilla, are geographically located on the northern coast of Africa but are politically part of Spain and thus the European Union. While authorities are tasked with maintaining territorial integrity, the large number of vulnerable individuals, including minors, necessitates a response that addresses immediate humanitarian needs.
