Concacaf revealed that they were not informed about the plan to divest ownership in a new commercial entity, reportedly valued at $20 billion, until media reports surfaced.

Concacaf’s statement expressed deep reservations about the manner in which the proposal has been handled. Victor Montagliani, the President of Concacaf and a key figure in organizing the 2026 World Cup, is also a FIFA vice-president. His apparent exclusion from discussions about such a significant financial maneuver has been described as extraordinary, particularly given his close working relationship with FIFA President Gianni Infantino during the 2026 World Cup preparations. Montagliani, along with other FIFA vice-presidents, including FA chair Debbie Hewitt, reportedly had no prior knowledge of these advanced plans.

The proposed deal involves a US company named Thrive Eternal, led by Joshua Kushner, the brother of Jared Kushner, who is Donald Trump’s son-in-law. This entity is slated to lead the investor group. Concacaf stressed its commitment to responsible stewardship, stating, “As leaders within football, we are the custodians of the game. Collectively, FIFA, the Confederations and every Member Association have a responsibility to always act in the best interests of the sport. Every decision we make must be guided by good governance, robust processes and long-term stewardship.” They expressed trust that all members of the FIFA family would adhere to these principles.

Financial Structure and Potential Implications

FIFA’s collaboration with US investment bank JP Morgan has led to the establishment of a new company, tentatively named FIFA Forward Enterprise (FFE). The objective is to sell partial ownership of FFE to raise up to $4.2 billion, intended to fund global football development projects. This initiative has reportedly stunned various stakeholders and exacerbated existing divisions within the sport.

Concerns extend beyond governance to the potential long-term consequences of involving private investors. UEFA, Concacaf, and the Asian Football Confederation were already preparing to challenge FIFA’s plans to expand the World Cup to 64 teams for the 2030 tournament. The introduction of private equity is feared to create inevitable pressure for further tournament expansion and potentially increase the frequency of World Cup staging, given its immense commercial appeal.

Wider Criticism and Opposition

UEFA has been particularly vocal, accusing FIFA of attempting to “sell football’s soul.” The European governing body announced plans for emergency talks to coordinate a response, which could include legal action. A UEFA spokesperson stated, “This crosses a line that football’s governing institutions should never cross.” They emphasized the seriousness of the matter, urging national football associations, leagues, clubs, players, supporters, governments, and all concerned individuals to recognize the implications. “The soul and governance of football are not assets to trade – especially with zero transparency as to who gains financially. None of us are the owners of football. It is not FIFA’s to sell,” the statement concluded.

The criticism has also reached political spheres. Andy Burnham, the Mayor of Greater Manchester (often referred to as Britain’s ‘new prime minister’ in some contexts due to his prominent role), joined the chorus of disapproval. He posted on social media, asserting that football does not belong to investors. “The World Cup is not a product. It is the greatest competition in world sport, and it was never anyone’s to sell,” Burnham wrote. He added, “Dress the deal up however you like. Once you have sold a piece of it, you have sold out.”

This proposed stake sale comes at a time when FIFA is actively exploring new revenue streams and commercial models. The creation of entities like FFE aims to leverage the immense commercial value of FIFA’s flagship tournaments, particularly the World Cup, to fund development initiatives and operational costs. However, the lack of consultation with confederations and member associations has raised questions about FIFA’s internal decision-making processes and its commitment to collaborative governance.

The involvement of financial institutions like JP Morgan and private investment firms suggests a strategic shift towards a more market-driven approach to managing football’s most valuable assets. While proponents might argue this provides necessary capital for growth and development, critics fear it compromises the integrity and long-term custodianship of the sport, potentially prioritizing commercial interests over the fundamental values of football.
