Essex County Council has deployed private security guards in three of its town centres as part of a three-month trial initiative aimed at addressing resident concerns over the behaviour of some male migrants. Six security “operatives” began patrolling Braintree, Colchester, and Chelmsford from Monday, operating between 10 am and 6 pm seven days a week. The move, dubbed “Operation Vanguard” by the council’s Reform UK leadership, is a direct response to reports of intimidation and anti-social behaviour, particularly affecting women and girls.

The deployment follows an increase in the number of asylum seekers housed at the former RAF Wethersfield airbase, located near these towns. Anecdotal evidence suggests that gatherings of male migrants have created an intimidating atmosphere, leading some residents to avoid certain areas.

Resident Experiences and Concerns

Local accounts highlight specific incidents that have fuelled these concerns. One resident of Braintree, aged 66, described observing groups of men arriving by bus, often appearing masked and engrossed in their smartphones. He reported instances of wolf-whistling directed at schoolgirls disembarking from buses. “Lots of women just avoid the town entirely on a Thursday because it’s a totally different environment,” he stated. He also noted observations of migrants congregating around cash machines and engaging in haggling at charity shops.

Similar sentiments were echoed by a Chelmsford resident who described groups of men gathering, causing intimidation, particularly near the courthouse area. He expressed a feeling that the UK had “lost its way” and that the influx of predominantly male migrants was overwhelming, leading to a general sense of fear among locals.

Concerns have also been articulated online, with one local woman sharing a video of migrants waiting for transport back to the Wethersfield base. She described the experience of walking past groups of undocumented men as “extremely intimidating” and stated that “women and children aren’t safe.”

Council’s Rationale and Security Measures

Peter Harris, leader of Essex County Council for Reform UK, emphasised that Operation Vanguard represents a move from discussion to concrete action. “Our message is simple: the safety of Essex residents comes first,” he said, highlighting the role of the trained security guards in providing a “visible and reassuring presence on our streets, particularly for women and children.”

The initiative is funded through a drawdown of up to £150,000 from a community improvement fund, with the projected cost for the guards amounting to approximately £118,000 plus VAT. The guards are tasked with deterring anti-social behaviour, offering reassurance to the public, and gathering evidence to assess the need for further support.

Criticism and Counterarguments

The decision to hire private security has not been without criticism. Opposition councillors have voiced concerns that the move is driven by prejudice rather than evidence. Labour county councillor Lee Scordis argued that the council’s own reports and police data do not indicate a rise in crime linked to asylum seekers in Colchester. He questioned the powers of the private guards and whether police consultation had taken place.

Liberal Democrat councillor Stephen Robinson, leader of Chelmsford City Council, also expressed reservations, suggesting that “stoking fear and stirring up stereotypes about asylum seekers” would not foster safe and cohesive communities. He advocated for effective policing and investment in community projects, such as Chelmsford City Council’s Women’s Safety Charter, over what he termed “ineffective, private security.” He also pointed to the broader asylum system issues, attributing current challenges to past government policies.

A Home Office spokesperson affirmed that public safety is a priority and that any criminality would be taken seriously. They stated that the department works with local police to ensure the safety of communities, staff, and asylum seekers, and that community concerns are central to ongoing immigration reforms. The Home Office is working to house asylum seekers in alternative accommodation, including former military sites, and to close asylum hotels.

While the Home Office asserts that there is no direct evidence linking the Wethersfield accommodation site to increased crime levels, it has acknowledged anecdotal evidence suggesting the presence of asylum seekers can create a “fear and perception of a risk of crime.” The council report for Operation Vanguard notes this acknowledgement, indicating that the initiative aims to address these perceptions, even in the absence of confirmed criminal activity directly tied to the site.
