As the geopolitical tensions between the United States and Iran escalate, a critical question looms over the global energy market: are existing oil reserves sufficient to mitigate a prolonged supply disruption? The ongoing conflict, with no clear resolution in sight, has prompted intense scrutiny of global oil stocks and their capacity to absorb potential shocks, raising concerns about the largest supply disruption on record.

Assessing the Scale of the Disruption

Determining the adequacy of oil reserves hinges on accurately gauging the current and potential future supply disruptions. Saudi Aramco’s chief executive has indicated that approximately 2.6 billion barrels of oil have been lost from the market since the conflict began. This figure, calculated by Reuters, represents a significant portion of global consumption, equating to roughly 25 days of supply based on pre-conflict demand levels of 103 million barrels per day. While recent reductions in demand, particularly from China, have slightly eased consumption, analysts estimate a daily supply gap of around 5 million barrels per day is still present. This gap could widen further, especially following incidents like the Ukrainian drone attack that impacted the CPC pipeline in Kazakhstan, a significant exporter of oil.

The Role of Strategic Reserves

The International Energy Agency (IEA), established in the wake of the 1973 oil crisis, plays a crucial role in monitoring and coordinating responses to energy market disruptions. In March, the IEA announced the release of 400 million barrels from emergency reserves, asserting that substantial global stocks remain. These reserves comprise government-held and commercial stockpiles, totaling an estimated 1.5 billion barrels. Theoretically, this amount could cover the current estimated supply deficit of 5 million barrels per day for approximately 300 days.

Limitations of Emergency Releases

However, the practical ability to deploy these reserves is constrained. The IEA does not have the authority to mandate the release of commercially held stocks, which are essential for refiners’ operational needs. This leaves approximately 0.9 billion barrels in government-held reserves as the primary buffer. This volume is sufficient to cover the existing supply gap for about 180 days, or roughly six months. The IEA has stated its readiness to authorize further releases should the crisis intensify.

Depleting U.S. Strategic Petroleum Reserve

A significant portion of the government-held reserves, about one-third, is managed by the United States. Recent data reveals that crude oil inventories within the U.S. Strategic Petroleum Reserve (SPR) have fallen to their lowest point since January 1983. Adding to these concerns, a report from the U.S. Government Accountability Office in May highlighted the deteriorating infrastructure of the SPR, suggesting that up to a quarter of its reserves may be inaccessible. Analysts estimate that this inaccessibility could render over 100 million barrels unusable, potentially leaving only 200 million barrels of accessible stock. This reduced quantity could only cover the current daily supply deficit for approximately 40 days.

Vulnerability in Refined Products

The depletion of global inventories has significantly reduced the market’s buffer against supply shocks, making it more susceptible to sharp price increases. Experts note that global stockpiles of diesel and jet fuel are currently at the lower end of their five-year range. Damage to refineries in the Middle East and Russia, compounded by the ongoing conflicts, has particularly impacted the availability of these refined products. This situation raises concerns about potential shortages and price volatility for essential fuels.

China’s Strategic Position

While overall global oil stocks, including commercial inventories, strategic reserves, and oil in transit, appear substantial, a significant portion may not serve as a true supply buffer. For instance, oil “on water” often represents already sold cargo in transit. China, a major global consumer, does not publicly disclose its reserve levels. However, estimates from energy consultancies suggest China held close to 1.7 billion barrels of crude oil in July. With such reserves, China could potentially sustain its pre-conflict imports, which averaged around 5.5 million barrels per day through the Strait of Hormuz, for nearly a year. This positions China among the major economies with relatively robust supply security, alongside nations like Japan.

Conclusion: A Tightrope Walk for the Market

The confluence of geopolitical instability and dwindling strategic reserves presents a complex challenge for global energy security. While total reported oil stocks offer a degree of comfort, the accessibility of these reserves, particularly in light of infrastructure limitations and the specific vulnerability of refined products like diesel and jet fuel, remains a critical concern. The market is navigating a precarious balance, where the capacity to weather further disruptions hinges not only on the sheer volume of oil in storage but also on the practical ability to deploy it effectively when needed.
