A trainee barrister, Isobella Perrie Sullivan, 25, was arrested near the Northern Ireland border in County Monaghan, Ireland, on suspicion of involvement in a suspected New IRA operation. Sullivan, from Clane, County Kildare, appeared before a special sitting of Trim District Court in County Meath on Friday. She was charged with possession of explosives. Her solicitor, Gavin Booth, informed the court that Sullivan had previously been associated with a “political group” and had spent time in Syria. However, Mr. Booth emphasized that Sullivan had since distanced herself from such activities to focus on her legal studies, graduating with a law degree from ATU Donegal last year.

According to her solicitor, Sullivan claims she was asked to transport a bag without knowing its contents and felt she had been “manipulated.” He further stated that her parents are devastated by the events and would ensure she adhered strictly to any bail conditions. Sullivan was granted bail, provided she secured a €15,000 independent surety. Additional conditions included surrendering her passport and observing a strict curfew.

The Arrest and Device Seizure

The arrest occurred on Wednesday afternoon during an intelligence-led operation by the Garda Síochána’s Special Detective Unit. The vehicle was stopped on the N2, south of Carrickmacross, a town approximately six miles from the border with Northern Ireland. A man in his 40s, reportedly a suspected member of the New IRA’s Dublin branch, was also arrested in connection with the investigation and remained in Garda custody on Friday night.

Garda Commissioner Justin Kelly addressed the operation at a Garda graduation event in County Tipperary. He described the seized device as an “extremely significant seizure” and a fully constructed explosive, not merely components. “This was an explosive device and it would have or could have potentially caused significant damage,” Commissioner Kelly stated, while declining to provide specific operational details.

Commissioner Kelly highlighted that such incidents stem from a “small minority” of dissident republicans who reject the Good Friday Agreement and have not decommissioned weapons. He characterized these individuals as “radicalised republicans” posing an ongoing threat. He also commended the Garda members involved and noted the close cooperation with the Police Service of Northern Ireland (PSNI) and UK intelligence services in addressing this threat.

Ireland’s Minister for Justice, Jim O’Callaghan, labeled the seizure “very worrying.” The PSNI’s Assistant Chief Constable, Davy Beck, affirmed a “joint commitment” between law enforcement agencies on both sides of the border to counter the threat posed by dissident republican groups. Sporadic attacks, including attempted bombings, continue to occur in Northern Ireland, nearly three decades after the peace accord that largely ended sectarian violence.
