Middle-aged workers in the UK face the prospect of losing over £17,000 if the state pension age increase is accelerated by seven years. A recent report from the Office for Budget Responsibility (OBR) has indicated that the state pension age may need to rise to 68 by 2037, a shift from the previously scheduled increase in 2044. This potential acceleration means millions of individuals could be required to work an additional year before becoming eligible for their state pension.

OBR Report Suggests Accelerated Pension Age Increase

The OBR’s report outlines that the current policy suggests moving the pension age increase forward by seven years. While the Treasury has acknowledged this projection, the policy change has not yet been formally announced by the government or enacted into legislation. The Pension Act 2007 currently stipulates that the state pension age will gradually increase from 67 to 68 between 2044 and 2046. This transitional period mirrors the ongoing rise from 66 to 67, which is set to conclude by April 2028.

Financial Impact on Middle-Aged Workers

Experts from the financial firm Fidelity International have calculated the potential financial ramifications of this accelerated timeline. They estimate that an individual in their 50s today could lose as much as £17,730 if the state pension age rises to 68 in 2037 instead of 2044. This significant sum arises because individuals affected by the earlier rise would miss out on a full year of state pension payments. The value of the state pension is projected to increase substantially between now and 2038, partly due to the triple lock mechanism, which guarantees annual increases based on inflation, wage growth, or 2.5%, whichever is highest.

Jemma Slingo, a pensions and investment specialist at Fidelity International, highlighted the substantial implications for those currently in their early to mid-fifties. She explained that a person who recently turned 53, for example, would currently expect to receive their state pension at age 67 in 2040. However, under the proposed accelerated schedule, they might have to wait until age 68, an additional year of working life.

Projected Pension Value and Loss

The full new state pension currently stands at £12,548 per year. With the triple lock protection, its value is expected to grow considerably. Fidelity estimates that by 2037, the pension could be worth at least £16,464, assuming the triple lock remains in place. By 2040, this figure could potentially reach £17,730. Consequently, missing out on a year’s payment during this period represents a significant financial loss for those affected.

Who is Affected by the Potential Change?

The proposed acceleration of the state pension age to 68 would impact approximately five million people currently aged between 49 and 55. It is important to note that not everyone affected would necessarily lose a full year’s pension entitlement. Some individuals might fall within a transitional period, where the increase is phased in gradually. This approach is consistent with the current rise in pension age from 66 to 67, which is being implemented over two years (2026-2028) and could delay pension eligibility by up to 11 months for some.

Planning for Future Pension Entitlements

Ms Slingo strongly advises individuals who may be affected by these potential changes to begin planning their finances proactively. For those aiming to retire before reaching the state pension age, careful consideration of private pension arrangements is crucial. Starting contributions early allows investments more time to benefit from compound growth, and pensions offer significant tax advantages later in life.

Maximising Private Pension Contributions

Whether individuals have a workplace pension or a personal pension (such as a SIPP – Self-Invested Personal Pension), increasing contributions can yield long-term benefits. For those in workplace schemes, it is advisable to check if their monthly contributions are sufficient to secure the maximum employer match. Failing to do so means forfeiting what is essentially ‘free money’ from the employer.

Understanding and Improving National Insurance Records

Beyond private pensions, ensuring the maximum possible state pension entitlement is also vital. Many individuals receive less than they anticipate due to gaps in their National Insurance (NI) record. It is possible to check one’s NI record via the government’s website. If gaps are identified, individuals can make voluntary contributions to top up their state pension for the past six years. This can be done before or after reaching state pension age. While making these contributions can increase long-term income, individuals should carefully assess the break-even point and their ability to afford the upfront cost.

The potential acceleration of the state pension age to 68 presents a significant financial challenge for millions of middle-aged workers. The prospect of losing potentially thousands of pounds in state pension payments underscores the importance of early and thorough financial planning. By understanding the potential changes, maximising private pension contributions, and ensuring a robust National Insurance record, individuals can better prepare for their retirement and mitigate the impact of these evolving pension policies.
