A former police officer has been sacked and handed a community order after a disturbing incident at a nightclub where he was captured on video grabbing a woman by the hair and pulling her towards the ground. Thomas Odell, formerly of Kent Police, committed the unprovoked assault while celebrating his 30th birthday at Canterbury’s Cuban nightclub on February 21. The incident, which occurred in the venue’s garden decking area, has left the victim feeling too frightened to go out alone.

The court heard that the victim was socializing with friends when they began talking to a group of men, who revealed they were police officers. Odell even produced his police badge during the conversation. Without warning, Odell then grabbed a fistful of the woman’s hair, yanking her head backward twice and forcing her towards the floor. Disturbing footage played in court showed Odell holding the woman down for approximately six seconds while appearing to smile and continue his conversation with others, seemingly unfazed by his actions.

As the victim struggled to regain her footing, Odell again grabbed her hair, pulling her down a second time. The video showed her arms flailing as she attempted to prevent herself from falling. Following this second instance, Odell released her hair and raised his hand, appearing to laugh as if to offer an apology. The victim, visibly distressed and in tears, immediately fled back into the nightclub, seeking assistance from security to leave the premises.

Victim’s Lasting Trauma

Prosecutor Lucie Fish told Margate Magistrates’ Court that the victim experienced immediate shock, amplified by the fact that her assailant was a police officer. Although she sustained no visible injuries or hair loss, the victim reported experiencing pain in her head the following day and ongoing soreness on the right side. Her victim impact statement detailed the profound psychological effect of the assault. She stated that she is now anxious about going out in Canterbury and feels unable to do so without her boyfriend or someone she deeply trusts.

The victim also expressed a significant loss of faith in law enforcement, stating, “I am unable to trust the police because he abused his position of power.” She noted that the incident had also angered her boyfriend, who took a considerable time to calm down after learning of the attack.

Odell’s Remorse and Consequences

Thomas Odell, aged 30, initially denied the assault by beating charge but later changed his plea. His defense counsel, Simon Pettican, explained that Odell had consumed significantly more alcohol than usual due to his birthday celebration and had no recollection of the assault. Pettican stated that the incident was entirely out of character for Odell, who has since lost his job with Kent Police. He is currently receiving Universal Credit and is in the process of training to become a bus driver, with qualification expected by autumn.

Pettican emphasized Odell’s deep remorse and shame over his actions, noting that he felt mortified when encountering former colleagues. He acknowledged that Odell had a promising career ahead of him, which he had now jeopardized.

Court Sentencing and Judicial Remarks

District Judge William Nelson presided over the sentencing, stating that there was no justification for attacking a “very vulnerable victim.” He described the assault as “entirely unprovoked” and a “deliberate assault,” highlighting the victim’s right to feel safe when going out. The judge noted the repeated nature of the actions captured on video and Odell’s momentary loss of control, which he could not explain.

Judge Nelson stressed the gravity of Odell’s position as a serving police officer, a fact known to those present and the victim, making the breach of trust particularly significant. He acknowledged that while there were no lasting physical injuries, the risk of serious harm was present, and the psychological impact was considerable. The judge particularly noted the victim’s youth and her subsequent fear of going out without protection, emphasizing the erosion of public trust caused by Odell’s conduct.

While accepting Odell’s “obvious remorse” and recognition of the consequences, including the loss of his career, the judge imposed a 12-month community order requiring 150 hours of unpaid work. Odell was also ordered to pay the victim £200 in compensation, to be paid at a rate of £20 per month due to his current benefit status.

Police Force Response

Kent Police confirmed that Odell was dismissed following an accelerated misconduct hearing. Detective Superintendent Joanna Lay, from the force’s Professional Standards Department, stated that officers acted swiftly to identify and arrest Odell upon receiving the report. She emphasized that as a serving officer, Odell was expected to uphold the highest standards of professional conduct at all times. The prosecution during the sentencing also pointed to the broader impact of the assault on public confidence in the police, particularly concerning issues of “institutionalised misogyny.”
