PM: Fix Care System Before Assisted Dying Debate

Prime Minister Andy Burnham has stated that the funding for palliative and social care must be resolved before any parliamentary consideration of assisted dying in England and Wales. This marks the first time Mr. Burnham has publicly outlined his stance on the contentious issue since assuming the premiership. His remarks come as Members of Parliament are scheduled to revisit the debate when the parliamentary session resumes in September.

Prime Minister’s Stance on Assisted Dying

While the government is expected to maintain an official position of neutrality on the assisted dying bill, Mr. Burnham’s comments indicate his personal opposition to a proposed bill by Labour MP Lauren Edwards. This position represents a departure from that of former Prime Minister Sir Keir Starmer, who had previously voted in favor of legalizing assisted dying and facilitated parliamentary debate on the matter. Some Labour MPs had privately cited Sir Keir’s support as a factor in their backing of the bill during previous attempts.

Speaking to reporters, Prime Minister Burnham articulated his view: “I take the view that that debate – and I don’t say that there shouldn’t be a debate at some point about those issues – personally, I think there’s something that needs to happen first. That is the fixing of the funding of palliative care and social care. I think it is very challenging to introduce that wider debate in a context of people not receiving that care and having the peace of mind about that care.”

Legislative History of Assisted Dying Bills

In 2025, a bill proposed by Labour MP Kim Leadbeater to legalize assisted dying received a favorable vote from MPs. However, the bill ultimately failed to pass the House of Lords. An unusually high number of proposed amendments significantly delayed its progress, causing it to run out of time before the parliamentary session concluded in April of this year. Opponents of the bill raised concerns about its potential flaws, arguing that it could inadvertently lead to vulnerable individuals feeling pressured into ending their lives prematurely.

The legislation, formally known as the Terminally Ill Adults (End of Life) Bill, was designed to permit individuals aged 18 and over, who were projected to die within a six-month timeframe, to receive assistance in ending their lives. This was to be subject to specific safeguarding measures.

Labour MP Lauren Edwards has indicated her intention to introduce an identical bill, aiming to “finish the job” that Ms. Leadbeater began.

Government’s Focus on Social Care Reform

Mr. Burnham’s recent statements coincide with the announcement of his administration’s plans to reform the social care system. The proposed reforms aim to establish a national care service and achieve a political consensus on its funding mechanisms. These initiatives underscore the government’s commitment to addressing the foundational issues within care provision.

Prime Minister’s Evolving Views on Assisted Dying

Prime Minister Burnham’s perspective on assisted dying has evolved over time. In 2024, shortly before the initial House of Commons vote on the Terminally Ill Adults (End of Life) Bill, he expressed to BBC Manchester that he would “probably vote in favour of it” if he were a sitting Member of Parliament at that time. Previously, during his tenure as an MP, he abstained from a 2015 vote on a similar bill to legalize assisted dying, citing concerns regarding safeguards and the potential for individuals to feel coerced.

However, he shared with the BBC in 2024 that personal family experiences in the intervening years had influenced his thinking. “I think we do allow people to suffer and families to suffer too much,” he stated. He further qualified his support for the principle of assisted dying, emphasizing that he would insist on a prerequisite for any new legislation: ensuring hospices are “properly funded and sorted out” before implementation.

The Prime Minister’s position highlights a strategic approach that prioritizes the strengthening of the existing care infrastructure before engaging in the complex ethical and legal considerations surrounding assisted dying. By focusing on the immediate needs of palliative and social care, Mr. Burnham aims to create a more stable and supportive environment, which he believes is essential for a meaningful and responsible debate on end-of-life choices.
