A 74-year-old Perth man, Allen Roy Murley, has been sentenced to prison after admitting to directing impoverished women in Southeast Asia to film themselves and their children engaging in sexual abuse in exchange for money. The court heard how Murley exploited vulnerable individuals, offering small sums of cash, sometimes as little as $25, to obtain child abuse material.

Grooming and Exploitation Revealed in Court

During proceedings at Perth District Court, prosecutors detailed Murley’s extensive online grooming activities. He used chat logs to communicate with caregivers, primarily in Southeast Asia, promising financial assistance for living and educational expenses in return for explicit content. The court was presented with messages illustrating Murley’s predatory behavior, including comments like, “I like her daughter, she looks so naughty,” and instructions to a mother, “You need to teach her young,” in reference to a three-year-old child.

In one instance, Murley engaged with a teenage girl, funding her expenses while soliciting abuse material. Conversations from March 2024 showed him asking if she was home from school and inquiring if “daddy will get a treat,” to which she responded affirmatively, promising to send material before school the following morning. Murley also stipulated that he would only send money for lunch if a photo was provided and expressed dissatisfaction with the quality of videos received, even threatening to cut off payments.

Discovery at Perth Airport

Murley’s criminal activities came to light in May 2025 when Australian Border Force (ABF) officers intercepted him at Perth Airport following an overseas trip. A routine baggage examination led to the discovery of videos depicting child sexual abuse on his mobile phone. The ABF alerted the Australian Federal Police (AFP), whose forensic examination of the device uncovered extensive communication logs with a woman in the Philippines transmitting child abuse material.

Sentencing and Judicial Remarks

Judge Lindsay Fox presided over the sentencing, handing Murley a maximum term of 10 and a half years in prison. He will be eligible for parole after serving six years and nine months. Judge Fox strongly condemned Murley’s actions, stating that he had “corrupted” women into engaging in “disgusting behaviours.” The judge highlighted the extreme vulnerability of the victims, noting that Murley preyed on their poverty, exchanging meager financial sums for horrific acts committed against their own children.

“Having a sexual relationship with impoverished women overseas in exchange for cash is one thing, but compelling them to engage in depraved sexual acts with their own young children, for your own gratification in exchange for, by western standards, relatively small amounts of money, speaks to their vulnerability,” Judge Fox remarked. He further emphasized the profound and lasting damage inflicted upon the children, stating, “You have corrupted these children in ways I suspect you simply do not yet fully understand and the ways that many of these children will probably never fully recover from.” The judge also acknowledged the difficult circumstances these children were born into, suggesting Murley may have “destroyed any prospect of a normal life which they might have had.”

International Cooperation and Further Arrest

The investigation extended beyond Australia’s borders, with the AFP collaborating with international authorities. This cooperation led to the arrest of a 32-year-old woman in the Philippines in April 2026. She is currently facing charges in a Philippines court for her role in the scheme. During her arrest, six children known to her were removed from harm’s way, underscoring the broader impact of Murley’s network.
