Police Scotland has introduced 90 life-sized wooden cutouts of officers, dubbed ‘pop-up bobs,’ as part of an initiative to deter crimes such as speeding. This measure comes at a time when the number of active police officers in Scotland remains significantly below historical highs. The force has invested £6,750 in these static figures, which are intended to serve as a visual deterrent to motorists.

Concerns Over ‘Plywood Police’ Initiative

The deployment of these wooden effigies has drawn criticism from some political figures. Scottish Conservative justice spokesman Stephen Kerr expressed concern, stating that the initiative reflects a decline in visible policing. He highlighted that the exact number of these cutouts deployed across the country is not being tracked, suggesting a lack of oversight. Kerr argued that such measures do not constitute genuine community policing and are an inadequate response to a staffing crisis.

Information regarding the purchase of the cutouts was obtained through a Freedom of Information request submitted by the Scottish Conservatives. The cutouts are designed to be near life-sized and can resemble actual officers to passing motorists. Images have emerged showing these figures in various locations, including Clydebank and Fortinghall in Perth and Kinross, sometimes equipped with speed guns and placed near speed limit signs.

Police Scotland’s Rationale for Cutouts

A spokesperson for Police Scotland defended the use of the ‘pop-up bobs,’ emphasizing their role as a supplementary tool in community safety efforts, particularly concerning speeding. The force stated that these figures serve as a visual reminder to drivers to adhere to speed limits and drive responsibly. They clarified that the cutouts are not intended to replace regular police patrols or fixed speed cameras but are part of a broader strategy to enhance road safety within local divisions.

The spokesperson added, “Road safety is an absolute priority for Police Scotland across the country, and we make use of a number of different approaches to improve it.” The force also noted that these cutouts are often purchased by community councils and other local groups, suggesting a collaborative approach to road safety initiatives.

Officer Numbers and Recruitment Efforts

The introduction of the wooden officers occurs against a backdrop of fluctuating police staffing levels. Official Scottish Government figures for the second quarter of the year indicated approximately 16,402 full-time equivalent officers. Police Scotland, however, stated that these figures, which concluded at the end of June, did not account for recent recruits, bringing the total to 16,492 officers.

Despite this increase, the current number is still below the peak of over 17,496 officers recorded in early 2013. Staffing levels at the end of 2022 were also higher, at 16,644 officers. Deputy Chief Constable Alan Speirs acknowledged the recent intake of 169 probationers, bringing the establishment to 16,492. He also commented on retention rates, noting they remain high compared to other organizations and are continuously monitored to inform future hiring needs and ensure sustainability.

Government Investment and Per Capita Statistics

A Scottish Government spokesperson highlighted the significant investment in policing, with over £1.7 billion allocated for the current year. This funding, according to the Chief Constable, is intended to enable Police Scotland to maintain officer numbers at around 16,500 and continue prioritizing frontline services. The government also pointed out that Scotland maintains a higher ratio of police officers per capita than England and Wales. Furthermore, recorded crime rates have reportedly fallen by nearly half since 1991.

Community Policing and Future Strategies

The debate surrounding the ‘pop-up bobs’ underscores broader discussions about the nature of community policing in the digital age and in times of budgetary constraints. While the cutouts are presented as a tool to enhance road safety and provide a visible presence, critics argue they are a symbolic gesture rather than a substantive solution to staffing shortages. Police Scotland maintains that these figures are one component of a multifaceted approach to public safety, working alongside traditional policing methods and technology.

The force continues to focus on recruitment and retention strategies to bolster its ranks. The effectiveness of such visual deterrents will likely be monitored, alongside traditional policing metrics, to assess their impact on crime rates and public perception. The ongoing challenge for Police Scotland involves balancing resource allocation with the demand for visible and effective law enforcement across the country.
