The New South Wales government has initiated a parliamentary inquiry into emerging combat and collision sports, seeking to determine if current regulations adequately address these evolving activities. The NSW Parliamentary Standing Committee on Social Issues will conduct the investigation, examining whether the existing regulatory framework, particularly the Combat Sports Act 2013, is still fit for purpose in light of new and increasingly popular formats.

The Standing Committee on Social Issues will delve into several critical aspects during its inquiry:

  • Classification and Regulation: Determining whether emerging activities, including bareknuckle boxing and power slap, should be formally classified and regulated as combat sports or placed in a different regulatory category to ensure appropriate participant protections and public safety.
  • Suitability of Existing Legislation: Assessing the continued relevance and effectiveness of the Combat Sports Act 2013 (NSW) in regulating not only established combat sports but also newer, emerging activities, as well as unregulated underground fight clubs and similar events.

  • Enhancing Participant Safety and Harm Minimisation: Identifying legislative and regulatory reforms that could bolster participant safety, strengthen strategies for minimising harm, and ensure robust oversight of all combat and collision activities.
  • Combating Underground and Backyard Fights: Investigating reforms needed to improve the investigation and regulation of organised underground and backyard fight clubs, specifically addressing activities designed to circumvent existing legislation.
  • Broader Considerations: Addressing any other related matters that may arise during the course of the inquiry and are deemed relevant to the overall objective.

Ensuring a Robust Framework for Future Activities

The inquiry is intended to provide a crucial opportunity to evaluate whether amendments are necessary to establish a clear, effective, and comprehensive regulatory framework in NSW. This is particularly important as new forms of combat and collision-based activities continue to emerge and evolve. The committee aims to ensure that the state’s laws are not only current but also proactive in addressing the challenges and opportunities presented by these dynamic sports.

Minister for Sport, Steve Kamper, emphasized the government’s commitment to adapting its legal structures to match the pace of change in the sports landscape. “We need to make sure our laws keep pace with the way collision and combat sports are evolving,” Mr. Kamper stated. “This inquiry will look at the activities emerging in NSW, how they are regulated elsewhere and whether our current framework provides the protections participants and the community expect.”

He further highlighted the specific focus on illicit activities: “Importantly, it will also examine underground and backyard fight clubs and whether organisers are finding ways around existing regulation.” The Minister concluded by underscoring the paramount importance of safety: “The safety of participants and the public must remain the priority of how we regulate combat sports in NSW.”

The NSW Parliament website serves as the platform for individuals and organisations to submit their views and evidence to the inquiry.
