Supporters also suggest that moving data centers off-planet could alleviate concerns about the local environmental impacts of ground-based facilities on nearby communities.

The surge in interest is largely fueled by the rapid advancement and adoption of artificial intelligence (AI), which necessitates immense data processing and storage capabilities. Jeff Bezos has previously projected that space data centers could become a reality within the next 10 to 20 years, a timeline echoed by Elon Musk’s confirmation that SpaceX is actively pursuing this goal.

Environmental Concerns Take Center Stage

However, a coalition of scientists, spearheaded by the environmental law organization Earthjustice, has raised serious alarms. They are petitioning the Federal Communications Commission (FCC) to conduct a thorough environmental review of these proposals, citing a range of potential harms.

Atmospheric and Wildlife Impacts

A primary concern involves the sheer number of satellites required to form a constellation of space-based data centers. Scientists warn that launching and maintaining millions of these objects could have detrimental effects on Earth’s atmosphere. Rocket launches and re-entries are known to produce significant emissions, and there are fears that these could degrade the ozone layer. The accumulation of space debris from these operations also poses a risk.

Tim Whitehouse, executive director of Public Employees for Environmental Responsibility, expressed strong reservations. “Allowing a million orbiting data centers with no environmental review isn’t just irresponsible — it’s reckless,” he stated. “The potential for these projects to degrade the atmosphere with pollution and debris and harm wildlife needs to be carefully considered before licensing these projects.”

Light Pollution and the Night Sky

Beyond atmospheric and debris concerns, the visual impact on the night sky is another major point of contention. The light reflected from a vast constellation of satellites could fundamentally alter the appearance of the night sky, impacting both wildlife and human observation. Many species rely on natural darkness for navigation, foraging, and reproduction, and artificial light pollution can disrupt these essential behaviors.

Ruskin Hartley, executive director of DarkSky International, emphasized this point: “These projects could permanently alter the night sky as we know it. The FCC needs to take seriously its obligation to ensure these projects do not cause unnecessary harm to naturally dark skies, or to our overall environment.”

The Call for Regulatory Scrutiny

The environmental advocates are urging the FCC to pause and conduct a comprehensive assessment before granting licenses for the deployment of millions of satellites. Jan Hasselman, a senior attorney at Earthjustice, highlighted the legal obligation of regulatory bodies to consider all potential risks. “Drastically expanding satellites in space has a direct impact on people’s everyday lives as well as the future of our planet,” Hasselman said. “Agencies that authorize companies looking to space as the next frontier still must operate within the law, and the law requires the FCC to consider all the risks and impacts of these proposals. If we have to sue so that they comply, we will.”

The petition calls for a ‘comprehensive review’ that addresses the cumulative environmental risks associated with large-scale satellite deployments. This includes evaluating the emissions from launch vehicles, the potential for atmospheric contamination, the impact on celestial observation, and the effects on wildlife.

Balancing Innovation with Environmental Stewardship

The debate over space data centers encapsulates a broader tension between technological innovation and environmental responsibility. While the prospect of harnessing limitless solar energy and reducing the terrestrial footprint of data infrastructure is appealing, the potential for unforeseen and irreversible environmental damage cannot be ignored. The scientific community’s call for caution underscores the need for rigorous oversight and a precautionary approach to developing the final frontier.

As companies push the boundaries of what is possible in space, regulators face the critical task of ensuring that progress does not come at the expense of planetary health. The outcome of the FCC’s deliberations on this matter will likely set a precedent for future large-scale space commercialization efforts.
