The United States has finalized a significant 30-year civilian nuclear cooperation agreement with Saudi Arabia, a move that reshapes geopolitical dynamics in the Middle East and sparks debate over nuclear proliferation risks. The accord allows American companies to construct nuclear reactors and associated infrastructure within the desert kingdom, presenting a substantial commercial opportunity for the U.S. nuclear sector, particularly for Westinghouse Electric.
This agreement marks a departure from previous U.S. administrations’ demands, as Saudi Arabia has secured exemptions from stringent conditions, including unannounced inspections and the collection of environmental samples by the International Atomic Energy Agency (IAEA) anywhere within the country. These concessions have led to concerns that the deal may inadvertently foster future nuclear proliferation crises, reflecting a pattern of prioritizing short-term transactional benefits over long-term global security implications.
Revitalizing the U.S. Nuclear Industry
The deal is seen as a major win for the U.S. nuclear industry, especially Westinghouse Electric, whose AP1000 reactor technology has faced challenges in securing major investments. The agreement aligns with an executive order issued to invigorate the U.S. nuclear sector, aiming to build new reactors domestically and position American companies as preferred partners internationally. This initiative was reportedly influenced by significant campaign contributions to political action committees supporting the cryptocurrency and artificial intelligence industries, which require substantial energy for their expanding data centers.
Westinghouse Electric is poised to benefit immensely from the Saudi contract, estimated to be worth tens of billions of dollars. The AP1000 reactor, a flagship product of the company, can generate over a gigawatt of electricity, sufficient to power approximately 750,000 homes or a large-scale AI data center. While Westinghouse has experience building these reactors in China, its domestic projects in Georgia encountered significant delays and cost overruns. The Saudi contract offers a long-term pipeline of work and contributes to a broader U.S. ambition to significantly increase nuclear energy capacity by 2050.
Saudi Arabia’s Strategic Partnership and Eased Restrictions
From Saudi Arabia’s perspective, the agreement solidifies a long-term strategic partnership with the United States, echoing historical commercial ties that evolved into a significant relationship between the two nations. The deal is described by some analysts as a “nuclear Aramco,” suggesting the establishment of a long-standing presence for U.S. companies in the kingdom, backed by diplomatic and military support, potentially excluding competitors from China and Russia and reinforcing U.S. influence in the region.
Crucially, Saudi Arabia has avoided several non-proliferation conditions that prior U.S. administrations had sought to impose. Unlike the United Arab Emirates, which agreed to the IAEA’s Additional Protocol in its 2009 nuclear deal with the U.S.—requiring extensive disclosure, facilitating snap inspections, and foregoing uranium enrichment and spent fuel reprocessing—Saudi Arabia is not bound by such stringent measures. This means the kingdom retains the option to enrich uranium and reprocess spent fuel, activities that can be pathways to developing nuclear weapons.
Furthermore, the agreement does not mandate Saudi Arabia to normalize diplomatic relations with Israel, a condition that the Biden administration had emphasized. While normalization talks were ongoing, geopolitical events and domestic considerations within Saudi Arabia appear to have influenced the decision to drop this requirement in exchange for nuclear cooperation.
Concerns Over Future Proliferation
The relaxed terms of the U.S.-Saudi nuclear deal have raised alarms among non-proliferation experts. Critics point to historical precedents, such as Iran’s acquisition of a nuclear reactor and enriched uranium fuel from the U.S. in 1957, and India’s first nuclear test in 1974 using materials from a Canadian-supplied reactor. These examples illustrate how civilian nuclear programs can potentially be leveraged for military purposes in the future.
While U.S. inspectors will monitor the Westinghouse reactors, the absence of mandatory international inspections under the current agreement sets a potentially concerning precedent. If the U.S. and Saudi Arabia can engage in a bilateral nuclear deal with minimal IAEA oversight, other nations like Russia might argue for similar arrangements with countries like Iran, potentially undermining global non-proliferation efforts.
The long-term consequences of this agreement, particularly if future Saudi leadership decides to pursue nuclear weapons, will likely fall to subsequent U.S. administrations to manage.
