This diplomatic tension arises as the UK signals a significant policy review concerning its relationship with Israel, particularly in light of plans for new construction in the E1 area, a move widely condemned under international law.

UK Considers Policy Reset and Potential Sanctions

Foreign Secretary Ed Miliband announced that the UK is preparing to “reset” its policy towards Israel in the coming weeks. This policy shift follows internal discussions, including a suggestion from a minister that goods originating from Israeli settlements in the occupied West Bank could be subject to sanctions. Such a move would represent a significant escalation in diplomatic pressure.

Prime Minister Andy Burnham has voiced grave concerns about the implications of Israel’s settlement policies, particularly the E1 development. He stated in Parliament that advancing decisions on the E1 settlement, especially before an upcoming Israeli election, could critically endanger, or even terminate, the prospects for a two-state solution between Israelis and Palestinians. Mr. Burnham emphasized the urgency of the situation, noting that the fast-track tender process for the settlement could lead to irreversible decisions.

“We’ve seen the really quite worrying statement about the E1 extension and the settlements there, and the fast-track tender process, which I think will lead to decisions being made before the Israeli election,” Mr. Burnham told the House of Commons. “Which, as I understand it, could imperil, if not end, the two-state solution. So these matters are urgent. They do need to be confronted, and I believe we will be updating the House soon on those matters.”

Mr. Miliband echoed these sentiments, declaring the government’s commitment to preventing the collapse of the two-state solution. “This Government will not acquiesce in the destruction of the two-state solution. We will act, and I will set out a comprehensive set of measures in the coming weeks,” he stated. “We need a comprehensive reset of our policy across the piece.” He further indicated that the UK’s approach would consider various factors, including recent International Court of Justice (ICJ) judgments on the legality of settlements and broader bilateral issues.

Israel’s Warning of Retaliation

In response to the UK’s potential actions, Israel’s Foreign Minister, Gideon Saar, issued a direct warning. He indicated that Israel would retaliate if the UK proceeds with sanctions against its settlement activities. “If Britain acts against Israel, Israel will act against Britain. If they act, I think they will be making a big mistake,” Mr. Saar reportedly told a Hebrew-language news outlet.

This exchange highlights a significant diplomatic rift, with Israel viewing potential UK sanctions as a hostile act that would necessitate a reciprocal response. The Israeli government maintains its position on settlement construction, while the UK government, along with much of the international community, considers such expansion unlawful under international law and detrimental to peace efforts.

The E1 Settlement Controversy

The E1 settlement plan is a particularly contentious issue. Located in the West Bank, east of Jerusalem, its proposed expansion is seen by many as strategically designed to sever Palestinian access to East Jerusalem and physically divide the West Bank into two separate cantons. The UK government has consistently denounced the E1 plans, deeming them illegal under international law and a significant obstacle to a viable two-state solution.

The tenders issued by Israel for the E1 settlement have been met with strong criticism from the UK Parliament. Labour MP Debbie Abrahams raised concerns about the implications of these tenders, prompting Mr. Burnham’s detailed response regarding the potential impact on the two-state solution.

Broader Implications for the Two-State Solution

The concept of a two-state solution, which envisions an independent Palestinian state existing alongside Israel, has long been the cornerstone of international efforts to resolve the Israeli-Palestinian conflict. However, continued settlement expansion in areas considered occupied territory by international bodies is widely seen as undermining the geographical and political viability of such a solution.

Mr. Miliband’s call for a “comprehensive reset” of UK policy suggests a potential move away from previous approaches, aiming for a more robust stance that addresses the multifaceted challenges to peace. This includes not only settlement policy but also considerations related to international legal judgments and other aspects of the bilateral relationship.

The escalating rhetoric and the threat of reciprocal measures underscore the delicate nature of the situation. The UK’s proposed actions, if implemented, could have significant diplomatic and economic repercussions, while Israel’s warning signals a firm resolve to counter what it perceives as external interference in its policies. The coming weeks are expected to be crucial in determining the future trajectory of UK-Israel relations and the potential impact on the long-stalled peace process.
