Paolo Zampolli, a senior US special envoy, urges FIFA to remove Iran from the 2026 World Cup and replace them with Italy amid the ongoing war triggered by a US-Israeli strike in February.
The conflict has cast serious doubt on Iran’s participation in the tournament hosted by the US, Canada, and Mexico. Iran’s domestic soccer league remains suspended, hindering player preparations, though boycott discussions have eased after a meeting with FIFA President Gianni Infantino, who pledged support for the team’s training.
Zampolli’s Bold Proposal
Zampolli, a Milan native, pitched the idea directly to Infantino and President Donald Trump. He highlights Italy’s record as four-time champions, arguing it warrants a spot despite their failure to qualify via UEFA.
“I confirm I have suggested to Trump and Infantino that Italy replace Iran at the World Cup. I’m an Italian native and it would be a dream to see the Azzurri at a US-hosted tournament. With four titles, they have the pedigree to justify inclusion,” Zampolli stated.
The move also seeks to improve ties between Trump and Italian Prime Minister Giorgia Meloni after tensions over his remarks on Pope Leo XIV concerning the Iran conflict.
Stance from Iran and FIFA
Iran’s soccer federation reaffirmed its plans to compete in a Wednesday statement.
Infantino, addressing a Washington conference last week, declared: “The Iranian team is coming, for sure. We hope that by then, of course, the situation will be a peaceful one. That would definitely help. But Iran has to come if they are to represent their people. They have qualified… They really want to play, and they should play.”
FIFA’s Replacement Powers
FIFA regulations allow the governing body sole discretion to substitute a withdrawing team. The organization previously granted Inter Miami a Club World Cup berth last summer, enabling Lionel Messi’s involvement despite lacking standard qualification.
Qualification Breakdown
Iran secured one of eight AFC slots, while Italy missed Europe’s 16 positions, extending their streak to three consecutive World Cups without appearance since the 2021 Euros victory.

The World Cup starts June 11, culminating in the July 19 final at MetLife Stadium, New Jersey. Iran faces New Zealand on June 15, Belgium on June 21, and Egypt on June 26 in group play.
