Labour Ministers Outline Two Plans for Starmer’s Potential Exit

Senior Labour figures signal growing doubts about Keir Starmer’s leadership, with Cabinet ministers openly questioning his future at the helm. Recent public statements and private discussions point to a decisive shift within the party, accelerating calls for change ahead of local elections.

Key Public Distancing from Leadership Decisions

Energy Secretary Ed Miliband acknowledged during a GMB interview with Susanna Reid that Peter Mandelson’s appointment was inappropriate. Leaning forward, Miliband stated, ‘Yeah, it’s a fair point. He shouldn’t have been appointed. That is right.’

Scottish Secretary Douglas Alexander broke ranks by admitting there are ‘no certainties’ about whether Starmer will lead Labour into the general election. Foreign Secretary Yvette Cooper expressed deep concern over an attempt to appoint Matthew Doyle, Starmer’s former communications director with ties to a convicted paedophile, without informing her predecessor David Lammy. Cooper affirmed, ‘I am, of course, extremely concerned at any suggestion that the permanent secretary or permanent under-secretary of the Foreign Office would be told not to inform the Foreign Secretary. As for the case that the honourable Member raised, I can confirm that it would also not have been an appropriate appointment.’

Work and Pensions Secretary Pat McFadden, often seen as a steadying influence, declined to back the sacking of Sir Olly Robbins, saying cryptically, ‘I think very highly of him.’

Private Cabinet Frustrations Boil Over

Behind closed doors, ministers including David Lammy, Shabana Mahmood, Wes Streeting, and Rachel Reeves have voiced sharp criticism of the Robbins dismissal through leaks. One Cabinet minister noted, ‘It’s moving. People now recognise something is going to have to happen relatively quickly after the local elections. The discussions now are about finding a way for Keir to leave in a dignified way, and in a manner that isn’t messy and splits the party.’

Another minister added, ‘Before Iran, the sense was that people would have to act after the local elections. Then Iran happened, and views shifted a bit. But now it’s hardened up again. The feeling is basically that this is not going to end. Keir can’t get out from under this. We need to draw a line.’

Collapse in Confidence and Failed Reboot Attempts

Senior government figures now view Starmer as fundamentally ineffective, moving beyond earlier concerns about No. 10 structures. A veteran Labour source remarked, ‘Up until this week people thought the main issue was structures inside No10, and the fact that Keir wasn’t especially political. But now the basic view is the guy’s useless. He just can’t do this. The respect for him has just collapsed.’

Hopes that the Iran situation could revive Starmer’s premiership have faded. Ministers recognize that international issues fail to resonate on the doorstep, where voters prioritize domestic concerns like immigration. The so-called ‘Love Actually Strategy’—aiming to leverage global tensions—has lost traction, forcing Downing Street to abandon plans for a pre-local elections document release and relaunch tied to the King’s Speech.

Two Scenarios Gain Traction Among Ministers

Cabinet discussions center on two paths forward. The first involves a swift transition to a caretaker leader from within the Cabinet, such as John Healey, Pat McFadden, Hilary Benn, Yvette Cooper, or Bridget Phillipson, with parliamentary party approval.

The second option, dubbed the ‘Celebrity Death Match,’ sees Starmer step down but remain until Labour’s September conference. This timeline allows campaigns by Wes Streeting, Angela Rayner, Ed Miliband, and potentially Andy Burnham—who would first secure a parliamentary seat—to gain momentum, while giving members greater involvement.

One minister described the outlook as ‘bleak,’ warning, ‘I don’t see any way of this stopping. This has been going on for seven and a half months. And it’s not going away.’ With local elections looming as a likely setback, party insiders anticipate a structured removal process soon after.
