Reintroducing a sense of collective accountability, where visible breaches of social norms are addressed, could be a complementary approach to tackling issues like the misuse of face coverings in public. This perspective emphasizes that while laws are essential, the strength of a community also lies in its shared values and its willingness to uphold them.
