Maintaining public trust in the Reserve Bank of Australia (RBA) could be a crucial element in controlling inflation and potentially keeping interest rates lower, according to a recent report from the central bank itself. A survey conducted by the RBA revealed a significant correlation: individuals who express greater confidence in the RBA tend to hold lower expectations for future inflation. This finding has direct implications for monetary policy, particularly concerning the level to which interest rates may need to rise to curb inflationary pressures.

The report, authored by RBA staff members Jack Harden, Peter Rickards, and Michelle Wright, highlights that respondents demonstrating higher trust in the institution reported, on average, lower inflation expectations. This connection is vital because central banks closely monitor inflation expectations. When these expectations become “unanchored” – meaning they begin to rise unchecked – it becomes considerably more challenging for the RBA to bring inflation back under control.

The report elaborates on this dynamic: “The expectations households and firms have about future price increases influence the economic decisions they make and can, in turn, affect actual inflation outcomes.” If inflation expectations remain stable and “anchored,” it suggests the RBA can maintain a lower unemployment rate without inadvertently fueling inflation. Consequently, this scenario implies that interest rates might not require as substantial an increase to counteract an inflationary shock, compared to a situation where expectations are escalating.

The Causal Link Between Trust and Inflation Expectations

The study established a causal relationship, indicating that increased trust in the RBA directly leads to lower inflation expectations. This finding aligns with observations from other central banks globally, reinforcing the idea that public confidence is a tangible factor in economic management.

Several factors were identified as contributing to higher levels of trust:

  • Greater Knowledge of RBA Objectives: Individuals who are more informed about the Reserve Bank’s goals and mandates tend to exhibit higher trust.
  • Higher Economic Literacy: A better understanding of economic principles and how the economy functions appears to foster greater confidence.
  • Stronger Engagement with Economic News: Those who actively follow and engage with economic news and developments are more likely to trust the RBA.

Demographically, the survey also noted some differences in trust levels. Older Australians generally reported higher trust in the RBA compared to their younger counterparts. Additionally, men tended to express greater trust than women.

Inflation Remains a Top Concern Amid Shifting Confidence

Despite the findings on trust, the survey underscored that inflation continues to be the primary economic concern for Australians. This concern is particularly salient given recent economic events.

While the overall level of trust in the RBA has remained relatively stable over the year since the initial survey, a significant decline has been observed in the belief that the RBA has achieved, or will achieve, its monetary policy objectives. This drop in perceived effectiveness coincides with a notable surge in inflation that began in early 2026. This period has seen the RBA implement several interest rate hikes, a response to inflationary pressures exacerbated by global events, including conflict in the Middle East. Some property market analysts have linked these rate increases to a recent downturn in housing prices.

Implications for Monetary Policy

The report’s findings suggest that fostering and maintaining public trust is not merely a matter of public relations for the RBA; it is an integral component of effective monetary policy. When the public trusts the central bank’s ability to manage the economy and control inflation, their expectations about future price increases tend to be more subdued. This, in turn, can reduce the pressure on the RBA to implement aggressive interest rate hikes.

Lower inflation expectations can create a more stable economic environment, allowing the RBA greater flexibility. It means that shocks to the economy, such as supply chain disruptions or geopolitical events that drive up prices, may have less of a persistent impact on overall inflation if people believe the central bank will successfully manage the situation. This belief can prevent a wage-price spiral, where rising wages lead to higher prices, which in turn lead to demands for higher wages.

Conversely, a decline in trust, as observed in the recent survey, can make the RBA’s job more difficult. If people lose faith in the central bank’s ability to control inflation, they may act on expectations of higher prices by demanding higher wages or raising prices themselves, thereby making inflation more entrenched. This can force the RBA into a more hawkish stance, necessitating sharper and potentially more damaging interest rate increases to regain credibility and anchor expectations.

The Role of Communication and Transparency

The report’s emphasis on knowledge and engagement suggests that clear, consistent, and transparent communication from the RBA is paramount. By effectively articulating its objectives, strategy, and the rationale behind its policy decisions, the central bank can enhance public understanding and, consequently, trust. Improving economic literacy among the general population and encouraging engagement with economic discourse could also play a role in building this crucial foundation of trust.

While demographic factors like age and gender may influence trust levels, the core message remains consistent: a well-informed and confident public is a valuable asset for any central bank striving to maintain price stability. As inflation remains a significant concern, the RBA’s efforts to bolster public trust may prove as important as its direct policy tools in navigating the current economic landscape.
